Having discussed the issue, UNISON Angus, along with GMB, consider the survey of members and sharing of results with the employers as being part of the 'collective bargaining' arrangements that exist between us and we now await further information from the Council and ANGUSAlive with regards to their intentions about the proposals. UNISON Angus oppose any detrimental changes to their members Terms and Conditions – and how we respond to the proposals will be driven by what you tell us in this survey!</div>

Time of less than 30 minutes in any day will not rank as overtime (currently 15 minutes) and this will apply to all staff (UNISON Angus queried the current situation and were advised that at present, time of less than 15 minutes is paid as plain time);</div>

No overtime will be claimed by LG12 and above. TOIL may be agreed in exceptional circumstances (currently overtime may be approved following submission of a report). To ensure consistency all requests must be dealt with in conjunction with a nominated Senior HR Officer.</div>

The removal/replacement of the other 2 public holidays and proposed Christmas closure wouldn’t start until January 2020);</div>

The 3 designated days above to be taken on the 3 working days between Christmas and New Year. (UNISON Angus asked if there could be any individual variations to this proposal e.g. if a member was able to work from home; the Council stated this would be highly unlikely);</div>

For some services it will not be feasible to close between Christmas and New Year. (UNISON Angus had clarification from the Council that the days could be taken at any time as a 3 day block or individually, subject to the demands of the Council’s service delivery).</div>

Maintaining a healthy workforce is beneficial to the council as well as employees and these provisions would help to create a positive working environment and ensure our employees feel valued. It is recognised that there will be indirect costs for services if these proposals are agreed but it is also anticipated that there would be significant benefits to employees, the council and local communities.</div>

unions which will incorporate a firm commitment that any such extension will
carry a final implementation date of 2022;</span></li>

groups is reaffirmed. The additional

main grade has been matched by the additional cost of the improved offer to our
members in 2018/19 and the additional costs that Councils will incur due to the
commitment to consolidate the Scottish Living Wage. There is the commitment to re-open negotiations
with the trade unions in the event of another local government bargaining
group’s total pay offer value being revised such that it becomes greater than
the sum agreed between COSLA Leaders and the SJC Trade Unions for the SJC
workforce. The current cost of living offer to teachers unions is 3% for each
year 2018/19, 2019/20 and 2020/21.</span></li>

On behalf of the Branch, can I thank everyone of our schools based members who took part in our recent survey; we had a really good response. I can also let you know that as a result of UNISON making representations about the recent spike in incidents in some of your workplaces, we are now engaged in a consultation with the Council where we will be able to make comments and suggestions on proposed new workplace guidance and p<span class="text_exposed_show" style="display: inline; font-family: inherit;">olicies for Aggression and Violence, Physical Intervention and Behaviours that Challenge. Our schools based Stewards (i.e those best placed to make comments and advise management on the realities) are considering these documents as I write and the Branch will formally submit their views early in the New Year.</span></div>

The Branch Secretary and our Regional Organiser met senior management from the Council on Monday afternoon. At this meeting proposals were tabled by the employer to change a number of the current terms and conditions for local government staff employed at the Council.</div>

<strong style="box-sizing: inherit;">79% of those voting voted to reject the offer</strong><br style="box-sizing: inherit;" /><strong style="box-sizing: inherit;">67% of those voting voted to take industrial action, up to and including strike action in pursuit of the Joint Trade Unions pay claim.</strong></div>
<div style="box-sizing: inherit; margin-bottom: 1.5em;">
We will inform the employer of these results tomorrow and invite them to get back around the negotiating table.</div>
<div style="box-sizing: inherit; margin-bottom: 1.5em;">
We will discuss the possibility of co-ordination of activity with our sister trade unions tomorrow and start to put in place the process for moving towards holding a statutory industrial action ballot. We will need to discuss this, and the strategy for this, with you all at the Local Government conference on the 30th November so please do start to have the conversation in your branches about what you think you could deliver (all out strike action, action short of strike, targeted action etc) and what support you would need to help secure the required turnout.</div>

The Scottish Government have again this year found additional money to improve Teachers pay but will not release additional funds to improve the pay of local government workers.</div>

Last year the Scottish Government agreed a bigger pay increase for them than that given to other local authority workers. The Scottish Government have again this year found additional money to improve Teachers pay but will not release additional funds to improve the pay of local government workers.</div>

And as colleagues at Dundee City have demonstrated, we are worse off than we were in 2010/2011. For example, if you're on the top spinal point of the LG4 pay grade, you are £3600 worse off!</div>

So please vote to reject this derisory 3% offer from the Scottish Government!</div>

Quite clearly, our pay has suffered significantly in last 8 years. Suffice to say, we want a decent pay rise for every one of our members; one that actually makes a difference to our standards of living and one that reflects the extra work and effort we all put in to continue providing excellent services against a backdrop of massive cuts to local government expenditure on the vital services we all deliver.</div>

It's therefore important and essential that we vote to reject the 3% offer and send a strong message back to the Scottish Government.</div>

Information on the consultative ballot with regard to the 2018 pay offer will be with us all very soon. To remind everyone, the employer's final offer was 3% - we asked for 6.5% in recognition of the fact Council workers are 18% worse off than in 2010. UNISON recommend rejection of the offer.</div>

We've contacted members in schools without valid email addresses and will be writing to members everywhere else across the Council who haven't provided an email address as it's vital we can communicate on a range of issues that affect you. We all care about our pensions, but to be honest, how they work leaves most of us cold. However, the Scottish Local Government Pension Scheme Advisory Board is currently consulting employers and trade unions about changes to the structure of the fund.</div>

Among the options is one to merge the 11 separate Scottish funds into one or more new funds. And what's more UNISON's own research reinforces the benefits of scale. A study commissioned from the Dutch pe<span class="text_exposed_show" style="display: inline; font-family: inherit;">nsions group APG (The Netherlands probably has the best pension system in the world), showed that a single fund in Scotland would have delivered an additional £830m p.a. Money not going into the pockets of fund managers, consultants and financial institutions!</span></div>

In the current cuts driven setting that Angus Council sits in, these savings can also reduce pressure on public service spending, freeing up resources for jobs, services and pay. Every basis point (0.01%) shaved off costs equates to £3.5m.</div>

Suffice to say, we've asked the 'Corporate Leadership Team' - Directors and Heads of Service to me and you - to join with us and back UNISON's support of the development of a single merged fund for Scotland. It makes total sense - all that money back into the Council to provide and develop essential services, keep jobs and pay us what we're worth!</div>
